The Perp was a criminal Cephalapoid and minor villain of Men in Black. He was played by Keith Campbell;

The Perp was hired by Edgar the bug to find the Galaxy, their assault caused Officer Edwards to pursue it believing that this was a simple criminal and in the confrontation this attempt to climb a building to escape but Edwards finds him and tries to arrest him but this informs the officer that it was close to land's end and decided to avoid being killed dies after falling from the building.
