The MiB's Code 101 Lockdown is a breach protocol that was initiated when Serleena took over MiB. When this happened, everything inside MiB shut down and all the MiB prisoners were released. Everyone in specific rooms were Flushed out to the streets, including Jay and Kay. The entire building was also pressurized, so nothing could come or go, which Jay exploited by blowing up the door to the building to bypass it (much to Kay's chagrin).
